Onshore Project – EPC-1

Part A: Job Specification

Job Purpose
Provide Safety, Health, Environment, and Security (SHES) direction, guidance, and leadership to the onshore project’s EPC Project Management Team (PMT) and contractors for fieldwork across all EPC packages. Oversee contractors and effectively manage a team of SHES specialists to ensure compliance with project-specific and regulatory SHES requirements, and facilitate the resolution of compliance issues.

Support the SHES Head in implementing and verifying the EPC SHES Plans and Procedures through clear planning, communication, and collaboration between all stakeholders. Assist contractors in site mobilization preparation and provide expert SHES advice during all phases of the project to safeguard personnel, assets, and the environment.

Manage elements of the SHES management system, ensuring the effective and efficient implementation of risk control and mitigation measures in accordance with contract requirements.

Key Accountabilities

  • Support all SHES-related disciplines and scopes of work within the onshore EPC project. Serve as a focal point for site activities, ensuring alignment with SHES leadership.
  • Ensure contractor compliance with SHES plans and regulatory requirements by reviewing and providing feedback on relevant documentation.
  • Verify the allocation, competency, and performance of SHES resources within the assigned area. Mentor and develop SHES personnel.
  • Promote a strong safety culture aligned with project values and lead initiatives such as observation programs and injury-free campaigns.
  • Participate in safety meetings, site reviews, audits, and investigations to ensure proactive SHES management.

Reporting and Relationships

  • Reporting to: SHES Head.
  • Direct Reports: SHES Specialists.
  • Internal Interfaces: Project management teams and departments for effective communication and collaboration.
  • External Interfaces: Contractors, subcontractors, vendors, and regulatory authorities on SHES-related matters.

Job Context & Major Challenges

  • Provide SHES support for a large-scale industrial project, including complex facilities and utilities.
  • Coordinate with EPC SHES teams to ensure contractor alignment and proper reporting.
  • Navigate a multi-disciplinary and multi-cultural organizational environment to maintain high SHES standards.

Part B: Candidate Specification – Minimum Requirements

Technical and Business Skills

  • Leadership and team management.
  • Strong communication and presentation skills.
  • Ability to manage high workloads and implement innovative solutions.
  • Experience in fostering collaboration within diverse teams to achieve world-class SHES performance.
  • Competence with Microsoft Office and other relevant tools.

Qualifications

  • Advanced qualifications in Occupational Health and Safety (e.g., NEBOSH Diploma or equivalent).
  • Certification as an OHSAS 18001/ISO 45001 Lead Auditor.
  • Proficiency in advanced root cause analysis tools.

Experience

  • 8-10 years of relevant industry experience in SHES management.
  • Involvement in large-scale, international construction projects with Tier-1 contractors.
  • Deep understanding of project execution in complex industrial environments.
