Position Title: Quality Assurance and Quality Control (QA-QC) Manager

Role Overview
The QA-QC Manager is responsible for overseeing and leading the NFL Project's quality assurance and quality control functions. This role ensures compliance with project agreements, client standards, and relevant industry codes and guidelines at both international and national levels. The QA-QC Manager develops, implements, and maintains the project's quality management framework, supporting the organization in meeting its quality objectives.
Responsibilities
- Support and collaborate on establishing, implementing, and meeting quality objectives and KPIs for the project.
- Review work processes to enhance productivity and efficiency, promoting a quality-focused culture across the organization, including third-party teams when relevant.
- Develop and maintain the project's quality management system, incorporating the necessary policies, procedures, and QA-QC team structure suited to project demands.
- Define the Project Quality Plan (PQP) and Inspection Test Plan (ITP) per client specifications and project requirements.
- Design, schedule, and conduct internal audits across all departments as mandated by the Quality Management System.
- Plan and execute project quality audits, ensuring prompt follow-up on findings with effective corrective actions.
- Support external audits (by clients, certification bodies, or third parties) during qualification assessments and tender evaluations
- Register and investigate non-conformance reports (NCRs), conduct root cause analyses, and close corrective action requests resulting from audits, complaints, or process failures.
- Ensure that project qualifications and certifications remain valid and are renewed as needed.
- Oversee the welding and fabrication QA-QC processes, ensuring all relevant procedures and quality control plans are followed and that required welder qualifications and records are maintained.
- Implement and monitor QA-QC processes in departments like Mechanical, Machine, Blasting & Painting, and Ship Lift, ensuring all quality control procedures, plans, and checklists are in place.
- Serve as the process owner for calibration, inspections, and testing, overseeing the maintenance of relevant records for inspection and test reports, including equipment monitoring and safety accessories.
- Manage document control processes within design and development, ensuring that all documents (e.g., drawings, specifications) are current, accessible, and archived properly.
- Provide QA/QC orientation for new hires, organize periodic quality training for employees, and promote quality awareness across the project team.
- Participate in supplier assessments and evaluations to support quality standards within procurement processes.
- Join management reviews, project quality meetings, and client meetings to address and uphold customer requirements.
- Assist with staffing needs, ensuring adequate resources for QA-QC activities, and provide guidance, performance reviews, and development for direct reports.

Qualifications & Experience
- Bachelor's degree in Engineering from an accredited institution, with qualifications in the Oil & Gas sector.
- CSWIP 3.1, AWS, or ASNT certifications are beneficial, though candidates should at least understand these qualifications.
- Lead Auditor certification in Management Systems (ISO 9001, ISO 14001, and ISO 45001) is required.
- Six Sigma Green Belt and experience in Lean methodologies is desirable.
Experience & Skills
- At least 10 years of combined QA-QC experience, covering areas like marine, oil & gas EPC projects (onshore/offshore), heavy fabrication, or process plants.
- Minimum of 5 years in a QA-QC Manager role, with proven auditing and RCA (root cause analysis) experience.
- Knowledgeable in ASME U & R certifications and risk management processes within the enterprise.
- Demonstrated experience developing and implementing management systems (ISO 9001, ISO 14001, ISO 45001).
Technical Skills
- Proficient in MS Office and various web applications.
- Skilled in preparing and enforcing QA policies, plans, and procedural documentation.
Language Requirements
- Fluent in English (written and spoken); knowledge of additional languages is a plus.
Industry Knowledge & Competencies
- Ability to establish and implement quality assurance frameworks, policies, and procedures in line with project and industry standards.
- Strong management and leadership skills with attention to detail in both analytical and interpersonal aspects.
- Solid understanding of safety, health, and environmental practices in the industry, alongside knowledge of marine, oil, and gas regulations and codes.
