Project Procurement Manager

Location: Kuala Lumpur, Malaysia

We are seeking a Project Procurement Manager to oversee procurement activities for complex projects, ensuring cost-effective purchasing, timely delivery, and compliance with quality and engineering standards. This is a key role for an experienced procurement professional who thrives in a dynamic environment, working across supplier management, risk mitigation, and strategic sourcing.

Key Responsibilities:

Procurement Strategy & Execution

  • Develop and implement project procurement plans, ensuring efficiency, cost savings, and adherence to best practices.

  • Oversee all procurement functions, setting performance criteria and tracking key metrics.

  • Ensure compliance with procurement policies, enforcing ethical supplier relationships.

  • Identify procurement risks and implement mitigation strategies to minimise project impact.

Supplier Management & Negotiation

  • Build and maintain strong relationships with suppliers, assessing performance and developing new sourcing opportunities.

  • Conduct supplier qualification processes, ensuring compliance with industry regulations and best practices.

  • Lead contract negotiations, reviewing commercial terms with relevant internal teams and securing optimal agreements.

  • Manage bid processes, authorise purchase orders, and oversee contract execution.

Stakeholder & Client Engagement

  • Maintain proactive communication with clients and project teams, ensuring procurement objectives align with overall project goals.

  • Provide regular updates on procurement progress, challenges, and opportunities for cost savings.

  • Translate client feedback into actionable improvements in procurement processes.

About You:

Qualifications & Experience

  • Bachelor’s degree in a relevant field.

  • Proven experience in supplier qualification and procurement management for large-scale projects.

  • In-depth knowledge of procurement regulations, industry standards, and compliance requirements.

  • Strong analytical and problem-solving skills, with a high level of attention to detail.

Technical Skills

  • Proficiency in procurement software such as SAP, Documentum, SharePoint, and Power BI.

  • Advanced Microsoft Office skills (Excel, Word, PowerPoint).

  • Strong understanding of procurement data management and compliance requirements.
