Job Purpose

  • Lead the establishment/enhancement of hardware barriers integrity process/management ensuring the overall planning, management and execution of the hardware barriers element of the Barrier Management Project is effectively and timely achieved in alignment with other elements of the project.

Reporting and Relationships - I

  • Reports to Barrier Management Project Manager.
  • Direct reports: 2 Interface Specialists.

Internal

  • Frequent daily contact, interfaces, and meetings with the Barrier Management Project Management Team for planning, execution and control of the different elements of this project in particular for hardware barriers.
  • Frequent daily contact, interfaces, and meetings with the technical authorities of the hardware barriers.

External

  • Occasional potential contact and interaction with shareholders, regulatory bodies including Ras Laffan Industrial City (RLIC), Contractor's representatives and other asset operators.
  • Occasional potential contact and interaction with outside organizations, such as consultants, and vendors of IT/risk visualization system

Job Context & Major Challenge(s) - I

  • Covers 62 safety critical elements (SCEs/hardware barriers) groups with more than 20 discipline technical authorities across 5 business lines, and 6 human barriers with their respective barrier owners. This requires intensive and proper communication and engagement.
  • Deals with a mix of continuation of the existing initiatives (such as safety case operationalization), enhancement of existing process/system, and development of new process/system. Flawless interaction and interfaces among them are key for project success.
  • Initiation of change management in accordance with relevant policies and procedures is to be expected resulting from enhancement of existing process/system or development of new process/system. The project must ensure that appropriate change communication and impact assessment be well managed to minimize undesirable consequences.
  • Ensures that the developed system and resulted deliverables can be sustained by the base business organization. Ensures proper handover and smooth transitioning between project to operation that is critical, where a part of the project scope is to assess the (resource) requirements to sustain the barrier management process.
  • Interacts heavily with other department managers such as Asset Managers, Maintenance Manager, Engineering Managers, IT Manager etc. This role has to ensure that appropriate stakeholder management plan is in place to align, manage and deliver stakeholder’s expectations.
  • Part of the project scope includes visualization of cumulative risk and barrier healthiness status. This role should have visionary and creative thinking to come up with efficient, fit for purpose system that benefits the users.

Job Context & Major Challenge(s) - II

  • Oversees the mobilization and onboarding of members by the home discipline departments to meet the project mobilization dates. Ensures that the project has the technical authorities (resources) available when needed to deliver the project outcomes on time and on budget.
  • Makes frequent critical communication to relevant stakeholders with regular interfaces with senior management, steering committee, and shareholders/stakeholders, to present project status and development or to support the effective progress of the project related activities.
  • Makes certain degree of strategic and various tactics day-to-day communication and interfaces, aligning the technical authorities and the Barrier Management project stakeholders. Brings all the technical authorities and stakeholders on the same page and ensuring them aligned towards common objectives.
  • Works effectively on a project that have tight-deadlines, high pressure and visibility while requiring great accuracy, initiative, and the ability to multi-tasks.
  • Develops the barrier management project requirements for the technical authorities to establish/enhance the barrier integrity management/process.
  • Manages the challenges of delivering multiple critical tasks with complex engineering considerations and working to defined deadlines.
  • Operates within a structured environment with a clear reporting framework and accountable for performance in accordance with sound projects principles.
  • Frequently and timely report to the Project Manager, Project Champions and Steering Committee and support the project maintaining the balance between quality, cost, and schedule.

Key Job Accountabilities - I

  • Develop required project management deliverables, under the guidance from the Project Manager, including but not limited to project deliverable lists, project execution plan, and project resource plan.
  • Lead and coordinate efforts with the cross-functional team, overseeing the alignment and consistency of project deliverables assigned to technical authorities from various disciplines including developing or updating performance standards and equipment strategies/maintenance procedures, establishing safety critical elements effectiveness framework, and assuring SAP/IT infrastructure readiness and roll out of barrier management process to ensure all are completed on time, within budget and to the required quality standards.
  • Conduct and lead necessary Project Engineering activities in the barrier management (hardware) to support overall project objectives.
  • Collaborate with System and Human Barrier Specialist to deliver fit-for-purpose barrier healthiness and cumulative risk visualization and dashboard/application.
  • Develop and facilitate enhancements/improvements in barrier design, maintenance, and monitoring processes/systems, including existing barrier management-related processes/systems to ensure sustainability of the process/system when handed over to the base business.

Key Job Accountabilities - II

  • Collaborate with the Project Planning and Control Specialist to develop a proper project progress and reporting plan and examine the project schedule and resource plan, define the activity breakdown level appropriate to the project phase, analyse schedule and identify its critical path, identify & develop mitigation or special schedule allowance or reserve against risks, uncertainties or constraints.
  • Lead and support approvals of Invitation to Tender (ITT) including Scope of Work, Compensation, Incentives, Technical and Commercial Evaluation Criteria and manage equipment-vendor’s prequalification and equipment-vendor’s selection ensuring all standards, technical requirement, operational and Safety, Health and Environment (SHE) requirements are met.
  • Provide project engineering expertise in the barrier management (hardware), liaising with the interface specialists to ensure technical advisory support to the technical authorities. Perform as subject matter expert in the barrier integrity management.
  • Provide expertise and support in the development, and effective handover for implementation (sustainment) of the enhanced barrier management process/system.

Part B: Person Specification - Minimum Requirement

Qualifications

  • Bachelor’s degree in engineering.

Knowledge and/or Experience - I

  • 10 years’ experience in oil and gas industry with broad experience of projects, engineering and operations.
  • Strong understanding of major accident hazards, barrier management principles (hardware and human barriers, management system elements, safety case, bowtie, and risk management/cumulative risk.
  • Familiarity with relevant industry standards and guidelines related to barrier management (e.g., IOGP Report 544).
  • Experience in developing and implementing barrier integrity management.
  • Proven track record in managing similar projects within the oil and gas sector.
  • Familiar with performance dashboard, computerized maintenance management system, SAP, and typical software used in the management of integrity program.
  • Familiar with supply process, tendering preparation and evaluation.
