Manager Project Management
You will manage key aspects of the Power Export Project, overseeing regulatory compliance, obtaining necessary permits, and engaging stakeholders effectively. It involves a multifaceted approach to ensure its successful execution, particularly focusing on regulatory compliance, stakeholder engagement, and adherence to technical standards like the Singapore Grid Code and Subsea Cable requirements.
Key Responsibilities
Stakeholder Engagement and Management
- Identify and engage key stakeholders (government agencies, regulatory bodies, business partners, local communities throughout the Project life cycle.
Develop and maintain positive and transparent relationships with stakeholders, ensuring alignment with project goals.
Act as the point of contact for stakeholders, providing updates and resolving concerns.
Address conflicts, disputes, and manage stakeholder expectations.
Produce reports, briefings, and updates on project status, risks, and milestones for stakeholders.
Permitting and Licensing
- Lead the process of obtaining all required permits, licenses, and approvals, ensuring compliance with local, regional, and national regulations.
Partner closely with internal teams (legal, technical, commercial, operations) to obtain all pre-requisites as stipulated by the relevant permits and licences. Liaise with the regulatory bodies in the submission of applications, tracking of progress and address issues and concerns, if any.
Secure environmental, health, safety, and zoning permits are secured in time.
Stay updated on industry regulations, standards, and any changes in permitting or licensing requirements.
Ensure adherence to the conditions of permits and licenses during the project lifecycle.
Regulatory Compliance
- Stay well-versed in national and international energy regulations, policies, and standards, particularly those set by Singapore's Energy Market Authority (EMA) and any other relevant regulatory bodies. This includes a deep understanding of the Electricity Act, the Electricity (Export) Regulations, and the Singapore Grid Code.
Ensure compliance with environmental regulations and maritime rules for the Subsea Cable installation. Permits from the Maritime and Port Authority of Singapore (MPA) will be required for underwater construction.
Track compliance with relevant laws, regulations and guidelines throughout the project.
Submit compliance reports and documentation to regulatory bodies as required.
Communicate potential impacts of regulatory changes to senior management.
Project Support and Risk Management
- Collaborate with project managers and key members in stakeholder engagement and permitting efforts with overall project timelines and deliverables.
Identify and manage risks related to permitting and stakeholder concerns, developing mitigation strategies as necessary, including identifying resources gap.
Support the auditing or regulatory inspections, ensuring the project meets all legal and regulatory standards.
Communication and Reporting
- Maintain comprehensive reports on stakeholder engagement, permitting, and licensing status.
Regularly communicate progress to senior management and other relevant stakeholders.
Produce presentations on permitting and licensing updates, risks, and challenges.
Qualifications :
- Bachelor's degree in business, Engineering, Energy, or a related field.
Proven experience in subsea power or data cabling projects.
Capable of balancing stakeholder relations, regulatory compliance and operational execution with a deep understanding of the energy landscape in Singapore.
Good knowledge of permit and licensing process.
Excellent leadership and team management skills.
Strategic thinker with an ability to analyse market trends.
Strong negotiation, communication, and interpersonal skills.
Proficiency in Microsoft Office Suite and other relevant software.
