Assignment Type: Residential

Work Schedule: 8 hours per day, 5 days a week


Mandatory Requirements:

  • Bachelor’s Degree in Engineering
  • Minimum 10 years of post-graduation experience
  • Minimum 5 years of experience in a Lead HSE Engineer role
  • Practical experience in managing HSE in projects
  • Conversant with local and international HSE laws, regulations, and norms
  • Excellent written and verbal communication skills with a proven track record in project management
  • Experience in managing HSE discipline engineers
  • Experience with implementing ISO 9000 and 14000 Series and International Standards relevant to the Oil & Gas Industry

Primary Objective:

  • Coordinate the implementation of safety policies, HSE Management System, and project-specific HSE Management Plans
  • Ensure site compliance with relevant HSE legislation and client HSE requirements
  • Develop and implement the project HSE Management System
  • Develop and maintain statistical data for the project
  • Prepare reports as required for the HSEQ Manager

Specific Accountabilities:

  • Monitor the EPC contractor’s HSE Management System and provide advice to ensure compliance and risk reduction
  • Ensure the development, implementation, and maintenance of a specific project Risk Management Plan by EPC contractors
  • Oversee EPC contractor subcontractor selection processes in accordance with client expectations
  • Provide HSE guidance to the EPC contractor management team
  • Ensure EPC contractors maintain statistical data on health and safety, and training programs
  • Monitor compliance with legislative requirements and disseminate information on amendments
  • Review and advise on the EPC contractor’s Safety Management System
  • Develop and maintain professional relationships with the client, regulatory bodies, and EPC contractors
  • Conduct regular site visits to maintain HSE interest and awareness, and conduct safety talks and training sessions
  • Implement and maintain a quality safety observation program
  • Assist in hazard identification and safe work planning
  • Support the development and revision of site-specific safety programs
  • Maintain an HS&E audit and assessment program
  • Conduct regular inspections and prepare reports
  • Disseminate safety information via various channels
  • Assist in accident investigation processes
  • Develop and implement safety initiatives to improve safety performance
  • Ensure HSE inductions are conducted for all new employees and subcontractors
  • Monitor the availability and use of safety apparel and equipment
  • Provide advice on the development of project-specific procedures and Job Safety Analysis (JSA) training
  • Ensure effective communication on HSE matters between all parties
