Position Title: HSE Specialist

Reports to: HSE Manager

Job Purpose:

  • Provide expert advice on occupational safety strategies and programs.
  • Ensure compliance with safety regulations and foster a culture of safety.
  • Continuously improve safety performance to maintain industry-leading standards.

Core Accountabilities:

Strategic Leadership and Policy Implementation:

  • Develop and implement safety policies and procedures aligned with OSHA and industry best practices.
  • Promote a "Beyond Zero-harm" culture.
  • Establish relationships with external stakeholders for benchmarking and best practice sharing.
  • Set safety performance goals to achieve top quartile performance.

Safety Leadership:

  • Serve as the primary safety advisor and role model.
  • Conduct safety walks, participate in toolbox talks, and engage with employees on safety matters.
  • Provide advice to the Safety Committee and support strategic safety initiatives.
  • Integrate safety considerations into business operations and drive continuous improvement.

Safety Management System Oversight:

  • Implement and improve the Occupational Safety Management System.
  • Conduct audits, inspections, and assessments to ensure compliance with OSHA, ISO 45001, and other regulations.
  • Develop safety policies, standards, and procedures.

Safety Compliance:

  • Monitor and measure compliance with safety requirements.
  • Conduct audits and inspections, and report on compliance.
  • Maintain a visible presence in plant and project activities.

Risk Management and Mitigation:

  • Facilitate risk and hazard assessments and develop mitigation strategies.
  • Implement risk mitigation procedures and safe work plans.

Safety Equipment:

  • Identify and maintain fire and safety equipment.
  • Ensure equipment is available and functional in case of incidents.

Emergency Preparedness and Response:

  • Develop emergency response plans and provide training and resources.
  • Conduct emergency drills and participate in external emergency planning.

Incident Investigation:

  • Investigate incidents to determine causes and recommend mitigation measures.
  • Analyze incident data to identify trends and opportunities for improvement.

Safety Culture and Communication:

  • Develop safety communication systems to promote the "Beyond Zero-harm" culture.
  • Integrate safety information into corporate systems.

Contractor Safety Management:

  • Develop and implement a contractor safety management program.
  • Ensure contractors meet safety requirements and are trained on safety procedures.
  • Conduct safety audits and inspections of contractor operations.

Budget and Plans:

  • Participate in budget preparation and monitor financial performance.
  • Identify cost-saving opportunities while maintaining safety standards.

Safety, Quality, Risk, and Environment:

  • Ensure compliance with safety, quality, environmental, and risk management procedures.

Continuous Improvement:

  • Identify opportunities for continuous improvement in systems, processes, and practices.

Qatarization:

  • Support the development of national employees' capabilities.

Key Performance Indicators:

  • Contribute to annual TRIR target.
  • Ensure compliance with safety standards.
  • Maintain and inspect safety equipment.
  • Ensure employees are trained in safety topics.
  • Support safety management systems and initiatives.
  • Mentor safe work practices and develop safety communications.
  • Ensure emergency response plans are in place and drills conducted.
  • Assess and mitigate occupational safety risks.
  • Ensure customer satisfaction.

Qualifications, Experience, & Skills:

Minimum Qualification:

  • Bachelor's Degree in Health, Safety, Environmental Sciences, or relevant disciplines.
  • NEBOSH or equivalent certification preferred.
  • Knowledge of OSHA, ISO 45001, NFPA, and ISO 14001 standards.

Minimum Experience:

  • 6+ years of HSE experience in an industrial environment, with at least 4 years in the oil and gas industry.
