Position Title: HSE Manager
Reports to: Chief QHSE Officer

Job Purpose
Lead and foster a positive HSE culture, striving for zero harm to people, the environment, and the company's reputation. Ensure compliance with HSE regulations and international standards through a certified HSE Management System.
Key Responsibilities
Strategy and Performance
Develop and implement the HSE strategy and annual plans.
Establish and track HSE performance goals, submitting regular progress reports.
Safety Culture and Leadership
Promote a strong HSE culture through leadership and the OASIS Behavioral Safety Program.
Integrate lessons from incidents, audits, and industry best practices to manage HSE risks.
Risk and Environmental Management
Conduct hazard identification, risk assessments (e.g., HAZID, HAZOP), and develop mitigation plans.
Oversee environmental impact assessments, waste management, and compliance with RLIC and MOECC standards.
Maintain ISO 14001 certification and align with corporate environmental standards.
Training and Awareness
Ensure HSE training programs for employees and contractors, maintaining a mandatory training matrix.
Monitor contractor compliance and evaluate training effectiveness.
Emergency Response and Incident Management
Develop emergency response plans in compliance with RLIC requirements.
Lead drills, provide resources, and ensure organizational preparedness.
Investigate incidents to determine root causes and recommend preventive actions.
Security and Safety Programs
Oversee security risk assessments and implement necessary controls.
Maintain the Safety Watch Program for critical work, including manpower supply and training.
Leadership and Continuous Improvement
Manage and develop the HSE team, ensuring alignment with corporate objectives.
Identify opportunities for improving systems, processes, and productivity.
Policy and Compliance
Develop, maintain, and update HSE policies and standards to meet regulatory and audit requirements.
Key Performance Indicators
Zero recordable injuries and reduced Tier-1 and Tier-2 incidents.
Compliance with ISO certifications (14001, 45001).
Effective emergency response readiness and incident closure rates.
Achievement of environmental and training targets.
Qualifications & Skills
Education
Bachelor's Degree in Health, Safety, Environmental Sciences, or equivalent.
NEBOSH or equivalent certification.
Experience
13-15 years in HSE roles, with 5+ years in petrochemical companies.
Expertise in OSHA, NFPA, ISO 14001, and ISO 45001 standards.
