Part A: Job Specification

Job Purpose

Provide safety, health, environment, and security (SHES) direction, guidance, and leadership to the project management team (PMT) and contractors for fieldwork within the assigned area. Oversee contractors and manage a team of SHES Leads and Specialists to ensure compliance with all project and regulatory requirements, addressing and resolving SHES compliance issues effectively.

Lead site implementation and verification of SHES plans and procedures through detailed planning, communication, and interface management between all involved parties. Support contractors in site mobilization preparations and provide expert SHES advice to all PMT and contractor area division managers during all project phases to protect personnel, assets, and the environment.

Manage the SHES management system, procedures, and programs, ensuring efficient implementation of risk control and mitigation measures per contract requirements and project SHES instructions.

Key Accountabilities

(Duties include but are not limited to):

  • Ensure site SHES and regulatory compliance during project fieldwork, including adherence to local regulatory requirements. Review and provide feedback on contractor SHES plans and supporting documents.

  • Coordinate SHES resource planning, assignments, oversight, and performance evaluations. Mentor and develop SHES personnel within the organization and contractors.

  • Use technical expertise and interpersonal skills to establish project safety culture, supporting observation and intervention programs and promoting an incident and injury-free environment.

  • Manage SHES-related interfaces with internal and external stakeholders, including regulatory authorities, subcontractors, and company operations.

  • Oversee SHES programs for pre-commissioning, commissioning, and start-up phases, ensuring compliance with requirements.

Reporting and Relationships

Reports to: SHES Division Manager.
Direct Reports: SHES Leads.

Internal Contacts:

  • Coordination with operations, major projects, and PMT teams to address SHES issues effectively.

External Contacts:

  • Interface with contractors, subcontractors, vendors, regulatory authorities, and other stakeholders on SHES matters.

  • Support SHES requirements for a large-scale project with extensive facilities and infrastructures.

Qualifications

  • NVQ Level 5, NEBOSH National/International Diploma in Occupational Health and Safety, or higher (e.g., BSc, PgCert, PgDip, MSc).

  • OHSAS 18001/ISO 45001 Lead Auditor certification.

  • Advanced Root Cause Analysis Team Leader certification (e.g., TapRoot® or equivalent).

Knowledge and Experience

  • 10–12 years of relevant industry HSE experience.

  • International project experience with Tier-1 contractors or clients in onshore production facilities (greenfield and brownfield).

  • Comprehensive understanding of large-scale project execution processes (>$1 billion expenditure).
