Job Title: Head of Project Engineering

Work Hours/Day: 10 hours/day
Work Days/Week: 6 days/week
Work Days/Month: 26 days/month
Location: Qatar (Onshore)
Contract Term: 3-year secondment contract


Job Purpose:

The Head of Project Engineering will provide project management support, execution, and technical assistance to the COMP3 Project Manager. The role focuses on ensuring flawless coordination and communication within the COMP3 leadership team and managing project internal interfaces between various disciplines and scopes of work.


Qualifications:

  • Bachelor’s degree in Engineering (or equivalent).

  • 10+ years of experience in the Oil & Gas Industry, with at least 5 years demonstrated as Project Engineering Management on EPCI Projects.

  • Proven leadership skills and experience managing contractor and vendor engineering teams while adhering to challenging project delivery schedules.


Knowledge and Experience:

  • Strong experience in managing project risks and critical interfaces.

  • In-depth knowledge of Good Engineering Practices applicable to the Oil & Gas industry.

  • Familiarity with International Codes and Standards.

  • Strong technical and organizational experience in managing multi-disciplinary teams and solving complex project problems.

  • Ability to identify risks and propose mitigation measures.


Key Job Accountabilities:

  1. Support the Project Manager: Provide full support to the COMP3 Project Manager, including delegation of tasks and actions as required.

  2. Project Requirements Implementation: Ensure the full implementation of project requirements and control of project deliverables (engineering, HSE, Quality, Procurement, Schedule). Verify compliance with applicable regulations and company procedures.

  3. Transverse Coordination: Coordinate between various project disciplines, including Business, HSE, Quality, Interface, and Planning teams.

  4. Risk Management: Develop, maintain, and regularly update the project risk register. Anticipate potential risks and issues related to the project schedule. Take appropriate preventive and corrective actions, ensuring collaboration with the EPC contractor and project team to resolve them.

  5. Lessons Learned Implementation: Manage the integration of lessons learned from previous projects into the COMP3 execution phase, including feedback from the operations team. Capture and report lessons learned from the COMP3 project.

  6. Project Gate Reviews: Steward the COMP3 Project Gate Reviews, ensuring milestones are met, and project performance is evaluated against set targets.

  7. Documentation Preparation: Prepare and coordinate project documentation for the COMP3 Project Manager review and approval. This includes letters, decision records, technical notes, interface queries, agreements, and technical presentations.

  8. Critical Path Review: Steward the Project Critical Path Review Committee, ensuring project milestones and timelines are adhered to.

  9. Interface Management: Identify and monitor critical interfaces with other COMP projects and operations. Propose and follow up on mitigation measures to ensure smooth project execution.

  10. Close-out of Issues: Responsible for closing out multi-disciplinary issues in collaboration with the Project Manager. Assist in resolving cross-project issues to support project milestones.
