Position Title: EHS & Permit to Work Supervisor
Location: Rotterdam, Netherlands
Contract Duration: Annually Renewable Contract
Contract Type: Residential
Shift Pattern: Monday – Friday / 10 Hours per day (Flexible to work extra hours, including Saturdays, during busy periods)

Job Purpose

Under the direction of the Project EHS Manager and Project Manager, with support from the Regional EHS team, the EHS & Permit to Work Supervisor will ensure the effective implementation of the company's EHS (Environmental, Health, and Safety) Management System throughout the construction and commissioning activities. This role is pivotal in providing EHS leadership on the Project Site, supporting risk assessments, incident investigations, Permit to Work (PTW) assessments, and implementing safety protocols. Success in this role requires strong interpersonal skills, risk-based decision making, and effective collaboration with all levels of the project personnel, including contractors.

Key Responsibilities

  • EHS Leadership and Support

    • Provide leadership and guidance to support the Project Site team in achieving project EHS objectives.

    • Champion the application of EHS processes to ensure project performance.

    • Facilitate and encourage heightened EHS awareness across the project.

    • Support the Project Manager and Project Team in areas of safety, health, emergency preparedness, and risk management.

  • Implementation of EHS Plans

    • Implement site-level EHS plans according to the PDO EHS Management System and project requirements.

    • Collaborate with Contractors to ensure effective implementation of plans that meet contract requirements.

    • Provide guidance and support to site teams for EHS-related activities.

  • Training and Communication

    • Train project personnel on company EHS policies, procedures, and systems.

    • Interface with the PDO EHS group to share best practices and lessons learned.

    • Actively participate in Project EHS Leadership meetings.

  • Incident Management and Reporting

    • Contribute to site performance reporting and action tracking.

    • Manage case management of injuries and illnesses on-site.

Knowledge and Experience Required

  • Proven experience in EHS supervision, particularly in construction project support.

  • Knowledge of EHS management systems in the gases, petrochemical, or industrial sectors.

  • Qualification in EHS with relevant hands-on experience.

  • Strong safety culture advocacy and the ability to influence others.

  • Familiarity with industrial site equipment and associated hazards.

  • Fluent in Dutch (written and spoken), with English proficiency preferred.

  • Significant experience on Major Capital Construction Projects is preferred.

  • Experience in incident investigations and root cause analysis facilitation.

  • Proficient knowledge of OSHA, Dutch legislation, EPA, DOT, and Drug & Alcohol policies.

  • Ability to read P&IDs, Single Line Drawings, and knowledge of Lock Out Tag Out (LOTO), Permit to Work (PTW), and Simultaneous Operations (SIMOPS).
