Job Overview:
The Cost Engineer will play a critical role in managing and controlling project costs, maintaining the integrity of cost estimates, and ensuring that all aspects of project cost management align with the project goals and budget. You will be involved in the development, monitoring, and maintenance of project budgets, cost forecasts, and cost reporting systems, working closely with project controls, procurement, engineering, construction teams, and other key stakeholders.
Key Responsibilities:
Cost Management & Reporting:
- Develop, issue, and maintain the Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for specific project scopes.
- Liaise with other Project Controls disciplines and functions to assist in developing project budgets, including statements of work scope, assumptions, man-hour estimates, and reviewing and commenting on client documents.
- Ensure the accurate and timely capture of procurement, materials, subcontract, and labour man-hour costs, ensuring allocation is aligned with the approved project WBS.
- Develop and maintain project cost budgets using appropriate software applications.
- Monitor and control cost commitments and expenditures throughout all project phases.
- Prepare and provide project cost performance reports in accordance with project reporting requirements.
Cost Forecasting & Change Management:
- Prepare and issue updates to project cost forecasts, ensuring accuracy and alignment with current project needs.
- Monitor the cost impact of project manpower forecasts.
- Develop and issue project change orders or variations in accordance with engineering and construction change notifications.
- Facilitate and communicate the cost and schedule impact of change notifications.
- Monitor overall project cost performance and manage contingency drawdown.
Collaboration & Coordination:
- Liaise with engineering, procurement, and construction functions to maintain awareness of project activities and their impact on the project budget, schedule, and cost forecasts.
- Facilitate and manage the project work approval process in terms of accurate cost code allocation and initial budget set-up and approvals.
- Coordinate with planning teams to ensure accuracy in project cost phasing and forecasting.
Risk Analysis & Mentoring:
- Attend cost & estimate risk analysis sessions as required.
- Assist and support in the mentoring of junior cost personnel and share best practices for cost management and forecasting.
- Participate in Project Controls Compliance and Continuous Improvement reviews.
Project Close-Out:
- Coordinate and manage the project cost close-out process.
Qualifications & Experience:
Minimum Experience:
- 10 years, preferably in Saudi Arabia.
Education:
- Typically requires a Bachelor's degree (ISCED level 6) in a relevant technical or business discipline or equivalent vocational training/industry experience.
Cost Management Expertise:
- Proficient knowledge of cost software and related principles, tools, and techniques (including budgeting, forecasting, and cash-flow).
- Proficient in Project Execution Procedures for Cost Management, including Change Management.
- In-depth understanding of WBS & CBS structures and project reporting capabilities.
- Proven ability to develop project cost budgets and change estimates.
- Proficient in preparing cost reports.
- Understanding of earned value application, cost and schedule variance analyses/trending, and "what-if" scenarios.
- Strong understanding of project management principles and techniques, including Cost Management, Change Control, Planning, Risk Analysis, and Management.
