Position Title: Contracts Officer

Location: Doha, Qatar

Reports to: Head of Procurement

Division: Administration

Job Purpose

We are seeking a detail-oriented and experienced Contracts Officer to develop, implement, and manage contract management plans aligned with procurement objectives. The role includes overseeing all stages of contract preparation, negotiation, and execution, and managing the supplier relationship lifecycle. You will monitor and evaluate contract performance, ensuring that suppliers meet contractual obligations and making decisions on vendor relationships, renewals, renegotiations, or terminations based on regular evaluations.

Key Responsibilities

Contracts Management

  • Develop contract management plans to anticipate lifecycle needs and ensure compliance with procurement objectives.
  • Establish procedures for effective contract management during negotiation phases, ensuring readiness for implementation and post-contract monitoring.
  • Create and maintain a schedule for periodic contract reviews, identifying areas for potential improvements.
  • Prepare and evaluate Requests for Proposals (RFPs), ensuring fair and transparent assessment of proposals.
  • Negotiate contract terms, including payment schedules, delivery timelines, and conditions with suppliers. Collaborate with relevant departments to draft final contracts.
  • Manage the vetting process for potential suppliers, ensuring they meet selection criteria.
  • Monitor contract performance against agreed-upon deliverables and milestones to ensure compliance.
  • Conduct periodic reviews of contracts to assess efficiency and effectiveness, fostering continuous improvement.
  • Evaluate vendor performance according to predefined criteria and manage vendor relationships, making decisions on updates to the approved vendor list.
  • Make informed decisions on contract renewals, renegotiations, or terminations based on vendor performance evaluations.

Budgeting and Financial Performance

  • Monitor financial performance against the budget, ensuring all activities align with approved guidelines. Report any variances promptly to management.

Policies, Systems, Processes & Procedures

  • Provide input to the development and implementation of policies, systems, and procedures for the assigned team, ensuring compliance with all relevant legislative requirements.
  • Deliver a quality, cost-effective service in a consistent manner.

Continuous Improvement

  • Contribute to the identification of opportunities for continuous improvement, focusing on global standards, productivity, and cost reductions.

Reporting

  • Prepare timely and accurate sectional reports and statements to meet departmental and organisational requirements.

     

Qualifications & Experience

Minimum Qualifications

  • Bachelor's degree in Business Administration, Supply Chain Management, or a related discipline from a reputable university.

Minimum Experience

  • 8 years of experience in similar roles in large organisations, with at least 3 years in progressively increasing managerial responsibilities.

Job-Specific Skills

  • Strong problem-solving and analytical thinking abilities.
  • Good understanding of the power/energy and water sectors, emerging trends, and technologies.
  • Proficiency in English (required), Arabic (a plus).
  • Proven hands-on operational and implementation experience.
  • Ability to collaborate and work effectively with key stakeholders, senior executives, and external partners/advisors.
  • Strong communication and presentation skills.
  • Knowledge of Qatar and GCC culture and working environments.
