Job Purpose
The Construction Supervisor (Electrical & Instrument) is responsible for overseeing the construction, installation, and commissioning of electrical and instrumentation (E&I) systems in brownfield oil & gas projects. This role ensures that all activities comply with safety, quality, and engineering standards, delivering projects on time and within scope.
Key Responsibilities
Construction Supervision & Execution
- Supervise electrical and instrumentation construction activities, ensuring compliance with approved designs, engineering standards, and QHSE (Quality, Health, Safety, and Environment) regulations.
- Ensure all construction and installation works are executed safely, efficiently, and in accordance with the Scope of Work.
- Monitor and review contractor performance, ensuring alignment with project schedules, method statements, and best practices.
- Oversee the site mobilization of contractors, ensuring proper setup of work areas, laydown areas, and logistics coordination.
- Participate in constructability reviews, providing recommendations for improved execution.
- Review and approve construction method statements, material submittals, and commissioning procedures.
HSE & Compliance
- Ensure strict adherence to safety protocols, conducting regular site inspections and risk assessments.
- Serve as the Performing Authority for Permit to Work (PTW), ensuring contractors comply with permit requirements.
- Verify that all work activities are conducted within a safe and controlled environment, addressing hazards proactively.
Quality Assurance & Inspections
- Conduct inspection and testing of completed project work to ensure compliance with engineering and quality standards.
- Arrange pre-commissioning tests and inspections, ensuring successful Mechanical Completion (MC).
- Initiate and oversee Mechanical Completion Certificates (MCCs) and ensure all punch list items are cleared before handover.
- Review and approve red-marked and "as-built" drawings, ensuring accurate documentation of modifications.
Commissioning & Handover
- Participate in commissioning activities, ensuring proper installation, calibration, and functionality of E&I systems.
- Review and approve commissioning procedures in collaboration with project and operations teams.
- Lead the handover process, ensuring the transition from construction to operations is seamless and well-documented.
- Review and endorse the final Construction Dossier, ensuring completeness and compliance with project requirements.
Stakeholder Coordination
- Collaborate with project teams, contractors, and engineering disciplines to resolve site issues and ensure smooth workflow.
- Coordinate with operations teams to facilitate permits, gate passes, and access clearances for contractors.
- Ensure effective communication with all stakeholders, addressing challenges proactively and maintaining project alignment.
Qatari Development & Knowledge Transfer
- Support Qatari development initiatives by mentoring and providing on-the-job training to Qatari Nationals, ensuring skills development and knowledge transfer.
Qualifications & Experience
Education
- Bachelor's degree in Electrical or Instrumentation Engineering from a recognized university.
- A Diploma in Electrical/Instrumentation Engineering may be considered with extensive relevant experience.
Experience
- Minimum 10 years' experience in construction and installation within brownfield oil & gas projects.
- Experience in refinery construction & commissioning.
- Strong knowledge of construction industry best practices, systems, processes, and standards.
- Hands-on experience with Permit to Work (PTW) systems, construction management, and commissioning procedures.
Key Skills
- Strong leadership and site supervision capabilities.
- Effective communication and conflict resolution skills.
- Familiarity with engineering drawings, redlining, and as-built documentation.
- Experience in managing contractors, inspections, and commissioning activities.
- Strong understanding of health, safety, and environmental (HSE) regulations.
