Commissioning Telecom & Cybersecurity Lead

Position Overview: The role involves managing telecom and industrial control system (ICS) cybersecurity commissioning activities for a major offshore expansion project. This includes ensuring safety, quality, and compliance during both preparation and execution phases, as well as meeting project objectives within the agreed scope and schedule.


Key Responsibilities:

  • Oversee commissioning for telecom systems and ICS cybersecurity during both onshore and offshore phases.

  • Ensure compliance with cybersecurity standards, such as IEC 62443 and NIST frameworks, throughout commissioning activities.

  • Supervise contractor adherence to defined methodologies and database systems (e.g., OPERCOM®, ICAPS©).

  • Act as a focal point for telecom and cybersecurity commissioning during execution, ensuring system completion.

  • Manage and review commissioning deliverables from contractors to ensure alignment with project requirements.

  • Facilitate vendor activities related to testing, punch list clearance, and troubleshooting.

  • Provide offshore commissioning support and oversee implementation of company cybersecurity practices.

  • Ensure readiness and availability of spare parts and specialized tools for telecom systems.

  • Collaborate with internal and external teams to address technical challenges and maintain project milestones.


Required Skills and Expertise:

  • Telecom Systems: Proficiency with systems such as RADIO (UHF/VHF), AIS, CCTV, PAGA, access control, data networks (LAN/WAN), and meteorological systems.

  • Cybersecurity: Experience with system hardening, antivirus solutions, patch management, network firewalls, and Security Information Event Management (SIEM) tools.

  • Networking: Strong knowledge of firewalls, L2/L3 network configurations, and troubleshooting.

  • Standards Compliance: Familiarity with IEC 62443, NIST, and other relevant industry standards.

  • Methodologies: Proficient in system completion processes using databases like ICAPS and methodologies such as OPERCOM.


Qualifications:

  • Bachelor’s degree in Telecommunications, Cybersecurity, or a related engineering discipline.

  • Relevant certifications (e.g., CISSP, CompTIA Security+, CCNA) are preferred.

  • At least 10 years of experience in telecom and ICS cybersecurity commissioning, including offshore projects.

  • Proven track record of managing contractors and working in dynamic, multi-disciplinary environments.

  • Familiarity with hazardous area regulations such as ATEX and IEC.
