Commissioning Manager

Location: Singapore

We are seeking an experienced Commissioning Manager to lead the commissioning activities for a major offshore energy project. This role is responsible for planning, managing, and executing mechanical completion, pre-commissioning, and commissioning phases, ensuring successful handover to operations. The successful candidate will work closely with multidisciplinary teams, including construction, operations, and vendors, to achieve technical compliance, cost efficiency, and adherence to industry standards.

Key Responsibilities:

  • Lead and coordinate all commissioning activities, ensuring safe and efficient execution.

  • Develop commissioning strategies, schedules, and work plans in line with project requirements.

  • Manage and oversee a multi-disciplinary commissioning team.

  • Ensure all commissioning activities comply with regulatory standards, contractual obligations, and health, safety, security, and environmental (HSSE) policies.

  • Interface with construction, engineering, and operations teams to resolve issues and align project objectives.

  • Oversee testing, pre-commissioning, commissioning execution, and offshore start-up activities.

  • Review and analyse project progress reports, identifying risks and implementing timely solutions.

  • Ensure proper documentation, including contracts, waivers, annexes, scope changes, and project schedules, is maintained and followed.

  • Drive system completion processes to meet project milestones and operational readiness.

  • Provide leadership in problem-solving and decision-making throughout the commissioning phase.

Requirements:

  • Bachelor’s degree or technical college qualification in engineering or a relevant field.

  • At least 12 years’ experience in engineering, procurement, and construction (EPC) for offshore or onshore oil and gas projects, with a strong background in floating production systems.

  • Proven track record of leading commissioning on multiple offshore projects, particularly within the FPSO sector.

  • Strong knowledge of commissioning methodologies, project management principles, and system completion processes.

  • Proficiency in commissioning management software, project scheduling tools, and database systems.

  • Extensive experience in marine and topside systems, covering commissioning, start-up, and handover to operations.

  • Strong understanding of contractual frameworks, including change management, risk assessment, and regulatory compliance.

  • Ability to analyse complex project data and implement effective solutions.

  • Hands-on experience managing offshore plant start-up and stabilisation processes.

  • Excellent leadership, communication, and stakeholder management skills.
