Job Purpose
We are seeking a highly organised and detail-oriented Buyer to develop and maintain strong relationships with vendors, suppliers, government agencies, and internal stakeholders. This role involves managing purchase orders, ensuring vendor compliance, supporting vendor evaluation activities, and ensuring smooth procurement operations aligned with the company's strategic objectives.
Key Responsibilities
Procurement Management
- Assist in developing and updating procurement tools, forms, and templates to support the procurement needs of the department.
- Compile departmental procurement requirements into the organisation's annual procurement plan.
- Execute the procurement process, including initiating methods such as tendering and direct purchases.
- Issue and manage purchase orders, ensuring accuracy in terms, quantities, and prices of goods and services.
- Coordinate with suppliers to meet the organisation's purchasing needs, ensuring timely and accurate delivery of orders.
- Monitor and track the delivery of purchase orders, ensuring compliance with technical specifications related to quality and quantity.
- Review and track procurement plans, monitoring expenditures and savings, and assist in selecting and engaging suppliers.
- Maintain strong relationships with suppliers, managing any issues related to quality, delivery, or invoicing that may arise.
- Oversee contracts with external vendors, ensuring compliance with organisational standards and performance metrics.
- Prepare and raise Call-off orders and order schedules.
- Assist in evaluating supplier performance and contribute to vendor selection decisions.
- Maintain accurate and up-to-date records of purchase orders, contracts, and supplier information.
- Manage logistics for office supplies, equipment, and other essentials to support daily operations.
- Provide general administrative support to the procurement department, handling inquiries and documentation.
- Ensure adherence to health, safety, and environmental policies to maintain a safe working environment.
Policies, Systems, Processes & Procedures
- Follow all relevant departmental policies, processes, and standard operating procedures to ensure consistent and controlled operations.
Continuous Improvement
- Contribute to identifying opportunities for continuous improvement and sustainability in procurement systems, processes, and practices, considering global standards, productivity improvement, and cost reduction.
Reporting
- Assist in preparing timely and accurate comparative statements and reports to meet departmental requirements, policies, and quality standards, offering recommendations as necessary.
Qualifications & Experience
Minimum Qualifications
- Bachelor's degree in Supply Chain Management, Engineering, or a related discipline from a reputable university.
Minimum Experience
- 8 years of experience in similar roles in large organisations, with at least 3 years in positions of progressively increasing managerial responsibility.
Job-Specific Skills
- Familiarity with SAP or Oracle systems is essential.
- Strong problem-solving and analytical thinking abilities.
- Good understanding of the power/energy and water sectors, including emerging trends and technologies.
- Proficiency in English (required), with Arabic as a plus.
- Proven experience in hands-on operational implementation.
- Ability to work collaboratively with key stakeholders, senior executives, and external partners.
- Strong communication and presentation skills.
- Knowledge of Qatar and GCC culture and working environments is advantageous.
